Infrastructure funding statements provide a summary of financial contributions we have secured through Section 106 agreements.
Infrastructure funding statement
The Community Infrastructure Levy (Amendment) (England) (No. 2) Regulations 2019) came into force on 1 September 2019. Under these regulations, Infrastructure Funding Statements (IFS) replace the Community Infrastructure Levy (CIL) Regulation 123 Lists as the mechanism through which projects are identified for CIL funding.
The IFS is published annually. The statement provides a summary of financial contributions the council has secured through section 106 agreements from new developments for off-site infrastructure works and affordable housing, in addition to highway works completed as part of new developments through section 278 agreements. Leicester City Council has not adopted CIL, therefore the developer contributions described in these IFS statements are secured by means of section 106 agreements.

Community Infrastructure Levy (CIL)
We chose not to proceed with a CIL in 2016 following an examination at that time. There is currently no definitive date on proceeding towards adoption of a CIL. Any future proposals would be subject to further consultation.
