Find answers to common questions regarding the school transport dynamic purchasing systems (DPS).

You must apply for the Leicester City Council DPS as this is separate to Leicestershire County Council.

Applicants must hold either a Hackney Carriage license or an Operators license. Those who hold a license under another Local Authority are still able to apply but will be held to current Leicester City Council licensing terms.

Yes, although the Drivers & Passenger Assistant are self-employed, they are employees of the Taxi Operator, and if there are 5 or more then the provider needs Employers Liability cover.

If you are an HCV or do not employ 5 staff, then they do not need Employers Liability cover.

This DPS is open to all providers nationally. We are not legally able to restrict, or limit based on a specific locality. However, all providers licensed under different local authorities will have to meet the standards under a Leicester City Council licence.

The penalty points will be assigned against individual drivers and/or Providers. When a driver moves to a new provider any point assigned to them will follow them to the new provider. A dashboard record of all points assigned will be kept by the taxi compliance team and will be reviewed as part of the CMF. This is consistent with the current taxi specification.

Yes, this will be published online on a quarterly basis.

Legally we must publish the winning operator and price to be transparent with all providers.

The ProContract system uses a process of sealed bids, which means under the DPS staff are not able to view bids prior to the end of the competition. The management team have oversight of the processes being undertaken and review this with staff on a regular basis.

Escort badges will need to be issued via the Leicester City Council Taxi Compliance Team.

The Request to Participate (RTP) document and support documents will detail the level of insurance that will be required. We anticipate that this will require £10m Employer’s Liability and £10m Public Liability Insurance.

Drivers and Passenger Assistants are required to complete a number of mandatory training requirements as detailed in the specification document.

As detailed in the slideshow presentation there are a number of Quality assurance processes in place. Each operator will be asked to provide documentation on requirements to be reviewed. Along with this there will be ongoing quality assurance carried out:
