Leicester Safeguarding Adults Board (LSAB) works with Leicestershire and Rutland Safeguarding Adults Board (LRSAB) to ensure that consistent multi-agency policy and procedures are available to practitioners.

Multi-Agency Policies and Procedures (MAPP)

In partnership with LRSAB, LSAB has developed Multi-Agency Policies and Procedures (MAPP). These policies and procedures provide consistency across Leicester, Leicestershire and Rutland in the way in which adults with care and support needs who are unable to protect themselves are safeguarded from abuse or neglect.

Our local Competency Framework, which can be used by everyone who works or volunteers with adults locally can be found in the MAPP alongside other guidance and processes such as:  

  • Vulnerable Adults Risk Management (VARM) guidance

  • Escalation or resolving professional differences

  • Guidance for working with adults at risk of exploitation: cuckooing

Safeguarding adults promotional materials

Safeguarding adults promotional material is available on our how to report abuse concerns page. We encourage organisations to:

  • Print and display the posters on notice boards and place leaflets at locations where people or employees can access them.

  • Discuss the leaflets with people or employees to explain the help that is available.

Training and development

Whilst it is the responsibility of individual partner organisations to ensure that their own staff are appropriately trained in matters of adult safeguarding, the Learning and Development Subgroup of LSAB and LRSAB promotes multi-agency training across the partnership. This includes sharing learning from safeguarding adults reviews as well as facilitating specialist multi-agency training required across the partnership relating to the priories of the SABs.

A safeguarding training resource is available for download at the bottom of this page. It provides detailed information on adults who may be at risk of harm, types and indicators of abuse, how to report concerns, and the safeguarding adults process. This training can be used by all organisations (in addition to your own core safeguarding training) to increase awareness of safeguarding adults to staff, volunteers and to people who use your services.

Additional learning and development currently facilitated by the LSAB includes: 

Mental Capacity Act (MCA) forums

Available to care providers in Leicester city, these forums focus local best practice and ways of working with the Mental Capacity Act.

YouTube Channel

Short films for members of the public and people who work with adults with needs for care and support can be viewed on the Leicester, Leicestershire, and Rutland Safeguarding Adults Boards’ YouTube channel.

These films include animations which seek to help adults understand and recognise what abuse, harm and neglect is and how adults can seek help if they are concerned for themselves or another adult. 

Resource Packs

In conjunction with LRSAB and Leicester, Leicestershire and Rutland Safeguarding Children Partnerships, LSAB has developed resource packs for practitioners to share learning on a specific topic to help build confidence in practice.

The resource packs aim to focus on often complex issues that arise for practitioners when they are working with people whether they are children or adults.

These interactive PDFs can be used individually, in team/unit meetings or as part of a group/individual supervision. Topics include:

  • Professional Curiosity

Safeguarding Adults Trainers’ Network

The Trainers’ Network is a regular half day forum for staff who deliver safeguarding learning and development activities across Leicester, Leicestershire and Rutland. It is well attended by mainly private, voluntary and independent sector staff. Each event consists of presentations and updates relating to local and national safeguarding learning and development. It provides an opportunity for attendees to share best practice, challenges and questions with colleagues.

Safeguarding Matters

Safeguarding Matters is an established publication read by safeguarding partners across the locality. This quarterly publication, sharing local and national safeguarding updates and best practice, is a recommended read.

Safeguarding Matters Live is a bi-annual live event where speakers and presenters deliver topical presentations and delegates have the opportunity to engage and ask questions.

Safeguarding Matters Digest is a regular email update with latest local and national adults and children safeguarding information and news. Multi-agency training offered by the LSAB is promoted by the digest. To sign up for Safeguarding Matters Digest please send us an email.

Leicestershire Social Care Development Group

Commissioned by the Local Authorities, Leicestershire Social Care Development Group (LSCDG) supports the workforce development and raises quality for the Independent and Voluntary Sector (IVS) across Leicester City, Leicestershire and Rutland. They work with over 400+ adult social care providers which include care homes, nursing homes and domiciliary care agencies.
