JOINT CONSULTATION MACHINERY
The joint consultation machinery in the Council is as follows:
Local/Divisional Consultation Committees take place involving the representatives of all employees as well as individual committees for particular groups.
2. Authority Wide Consultative Committee
This committee consists of representatives of Management and Trade Unions. It meets on a quarterly basis to discuss strategic issues which do not require the involvement of Elected Members. The constitution is given at Appendix B.
3. Employees Consultative Forum
This consists of Elected Members together with representatives of the Trade Unions – See Appendix A.
It meets on a quarterly basis and it deals with matters of strategic concern concerning employment matters. In the event of a dispute a smaller panel is drawn from the membership of both sides to seek a resolution. This is known as the Disputes Panel.
4. Time off for Representatives
In order to facilitate the process of consultation and representation for individual employees a system of time off for senior union office holders has been agreed. The details for UNISON appear at Appendix N4 and for GMB at Appendix N2.
Those for the other unions have been determined at local level.
